Biden, who had been pondering a run since August, appeared in the White House Rose Garden with his wife Jill and President Barack Obama to say the window for mounting a successful campaign had closed.
"While I will not be a candidate, I will not be silent," Biden told reporters. "I intend to speak out clearly and forcefully to influence as much as I can where we stand as a party and where we need to go as a nation," Biden said.
Biden, 72, had been wrestling with his own doubts about whether he and his family were ready for a grueling campaign while still mourning his son Beau, who died of brain cancer in May. His son had urged him to run.

House Democrats are torn on the question of whether Joe Biden should seek the White House in 2016.
The vice president lost his eldest son, Beau, to brain cancer this year, and the tragedy is clearly feeding concerns that the strains of a demanding campaign would be too heavy to bear.
But Biden is ruling nothing out, and his recent travels and media appearances –– combined with the struggles facing Democratic frontrunner Hillary Clinton –– have only fueled speculation that he's ready to enter the contest and grab the baton if Clinton falters.
Some Capitol Hill Democrats are pushing him to do just that.
"I've encouraged him to get in," Rep. John Carney (D-Del.) said Friday. "We love Joe in Delaware, and I think he would add a lot to the race. He's real; he relates to middle-class values; [and] he’s fought for [them] all his political career."
Carney was quick to acknowledge "the tremendous personal burden" facing Biden and his family in the wake of Beau's death, emphasizing that "whatever he decides to do, I'm with him 100 percent."
But he also said Biden has the drive to make the transition from deep trauma to mounting a winning campaign.
"He's said publicly that he's concerned whether he's got the emotional energy to do it. I think he does," Carney said.

If Joe Biden runs, would he beat Hillary? The L.A. Times says “A recent Quinnipiac University poll showed 48% of Americans had a favorable view of Biden, while 39% viewed him negatively. Clinton’s numbers were nearly the opposite — 39% viewed her favorably, 51% negatively. Importantly, he also held an advantage among registered Democrats, with a net favorable rating 12 points higher than Clinton’s.” Based on that alone, Biden’s chances of beating Hillary are pretty good. But when you look at Hillary’s overall polls as of late, her numbers keep falling.
Biden, 72, famous for his faux pas, was also quoted in the Times as having said, “Being in the middle class is not a reflection of your salary. It’s a value set.” These days it’s hard to imagine a middle class based on income, as 93 million Americans are either out of work or looking for work. If Biden runs he would have to provide a solution for America’s jobless crisis, a difficult task for someone whose been in charge for the last eight years.
Iran Deal D.O.A.?
According to U.S. Senator Dianne Feinstein, the fight against the Iran Nuclear Deal has been lost. In a YouTube video she posted to her Facebook account Senator Feinstein described in nearly harrowing detail advances Iran made in the last 10 years gathering up enough materials to build a nuclear bomb. Again we must ask; who’s been in charge for the last eight years?

In the space of 36 hours this week, Biden offered a glimpse of both strategies.
At stops in South Florida and Atlanta, he offered domestic and foreign policy arguments for why he should be president. The appearances allowed him to boost his candidacy and contrast himself with his chief potential opponent without ever mentioning her by name or spending a dime from his nonexistent campaign war chest.
At a community college in Florida, he played a favorite political character — Middle Class Joe — as he promoted the administration’s economic policies.

CNN: Biden hears Labor Day cheers: 'Run, Joe, run'

Pittsburgh (CNN) - Make no mistake about it. Joe Biden was definitely running.
He's not yet launched a bid for president, but Biden sent a well-timed signal of exuberance and political vitality on Monday, leaving reporters and Secret Service agents in his wake as he jogged through adoring crowds on Labor Day in Pittsburgh.
The old Joe was back. And the crowd was cheering "Run, Joe, run!"
Beaming, and looking more joyful in public than at any time since the tragic death of his son Beau in May, the 72-year-old's energetic trek through streets lined with well wishers, who seemed delighted to see him, did nothing to quell speculation that he may jump into the Democratic presidential race.
And if his decision turns on his rapturous reception in the gritty Western Pennsylvania city, which is a bulwark of organized labor, there will be only one answer.
The question on everyone's lips was "Will Joe Run?"

CNN: Biden unsure if he has the 'emotional fuel' for 2016 run

Washington (CNN)Vice President Joe Biden revealed to members of the Democratic National Committee Wednesday that he is assessing whether he has "the emotional fuel" to run for the White House.
"We're dealing at home with ... whether or not there is the emotional fuel at this time to run," Biden told DNC members on a conference call that was billed as an opportunity to hear from the vice president on the Iran nuclear deal. "If I were to announce to run, I have to be able to commit to all of you that I would be able to give it my whole heart and my whole soul, and right now, both are pretty well banged up."

ABC News: VP Joe Biden, Elizabeth Warren Hold Private Meeting, Sources Say

Joe Biden met privately with Massachusetts Sen. Elizabeth Warren in Washington, D.C., today, in what appears to be a strong indication of how seriously the vice president is mulling a 2016 bid, two sources familiar with the meeting told ABC News
Biden “traveled last minute” to Washington today for the private political meeting with Warren, the sources said.
The vice president has been largely out from the public eye in recent weeks, as he contemplates launching a 2016 bid that would pit him against current Democratic front-runner Hillary Clinton, who is still under fire for her use of a private email server as secretary of state.
Warren is considered one of the most vital endorsements of the 2016 election for the Democratsbecause of her strong support among liberals, but she hasn’t yet publicly announced her support for any candidate.
Biden and Warren have not seen eye to eye on some progressive issues in the past, but they are known to be friendly.

Boston Globe: Support for a Joe Biden candidacy on the rise
WASHINGTON — The movement to pull Vice President Joe Biden into the race for the Democratic presidential nomination appears to be gathering support.
The main group behind the effort has more than 200,000 addresses on its e-mail distribution list, up from a few thousand names in March, Joshua Alcorn, senior adviser to “Draft Biden 2016,” said Sunday on CNN’s “State of the Union.”
“Joe Biden is the original authentic candidate,” said Alcorn, a former aide to the vice president’s late son, Beau. “It’s our job at ‘Draft Biden’ to sort of remind people of who Joe Biden is.”
The vice president is undertaking a “deliberative process” with his family and inner circle on what the best decision would be, Alcorn said.
On Saturday, the Post and Courier of Charleston, S.C., ran an editorial encouraging Biden to run.

CBS: Joe Biden said to be considering presidential bid

Vice President Joe Biden is still thinking about whether he will run for president and challenge Hillary Clinton for the Democratic nomination, according to people familiar with his thinking.
Biden would need to finalize his decision by September in order to give himself enough time to get a ground organization and fundraising operation running. His chief of staff Steve Richetti has been reaching out to and fielding inquiries from Democratic leaders and some donors, to try to keep Biden's options open in the event that he does decide to run. Some close confidants still consider it very unlikely, particularly as he grieves the death of his son, Beau.
"As the Biden family continues to go through this difficult time, the Vice President is focused on his family and immersed in his work," Kendra Barkoff, a Biden spokeswoman, said in a statement to CBS News.

It’s six months until the Iowa caucuses and the Democratic field still has one big asterisk: the 72-year-old sitting vice president. He has twice before sought the office. Now, even as he is grieving the recent death of his eldest son, he remains the force that could disrupt the Democratic field.
The question of ‘‘will he or won’t he’’ has become a parlor game of sorts in Washington and the early primary states where politicos gather. Most have a strong opinion — and last week in Iowa was no different.
One strategist claimed to have it on good authority that the vice president’s name would appear on the primary ballots. But others say the exact opposite. In interviews with a half-dozen people who have spoken to Biden in recent weeks, nobody offered a clear answer.

Politico: Ted Cruz mocks Joe Biden, then apologizes

Sen. Ted Cruz rapidly apologized Wednesday after making a joke at the expense of Vice President Joe Biden, whose son died during the weekend.
Cruz, speaking in Michigan, trotted out an old line of his: “Joe Biden … You know what the nice thing is? You don’t even need a punch line. I promise you it works. At the next party you’re at, just walk up to someone and say, ‘Vice President Joe Biden,’ and just close your mouth. They will crack up laughing,” according to reports on MLive.com.
The insult had been a winner in the past for the Texas Republican — Biden jokes are a staple of his standard stump speeches — but this time the joke drew immediate criticism on social media from people who noted that the vice president is grieving for his son Beau, who died of brain cancer on Saturday at the age of 46.
